From Their Profile:

4. Select what happened from the list of reasons.
   
   

From Your Chat:

1. Open the chat with the person.
   
   
2. Tap the 🚫 icon in the top right corner.
   
   
3. Choose Block and Report.
   
   
4. Select what happened from the list of reasons.
